Joe Richard has been Governor of the Saint John Sea Dogs of the QMJHL since 2005, and in August 2011 was unanimously elected first vice-president of the QMJHL Executive Committee for 2011-12. The purpose of the Board of Governors is to establish the policies of the League, and to ensure that the members respect and uphold the League Constitution, and Game Rules adopted by the League. The Govenor is the liason between the League and his respective team.

Richard was inducted to the New Brunswick Sports Hall of Fame in May 2011 as a builder. As a player he was a member of the Chatham Juveniles, NB / PEI Champions (1957 – 1958); of the St. Thomas Tommies Hockey Team, MIAU Champions (1960 – 1961); and of the Chatham Ironmen, Maritime Intermediate Champions (1969 – 1970). He was the Minor Hockey Zone Director and Chairman for the NB Amateur Hockey Association (NBAHA) from 1976 to 1983, and held various roles with the Canadian Amateur Hockey Association (CAHA) from 1984 to 1995, including the Minor Hockey Director and Chairman as well as the Executive Vice-Chairman.

He was co-founder and governor (1994 to 2003) of the Halifax Mooseheads and co-chair of the Canadian Hockey League’s 2000 Memorial Cup in Halifax, NS. In addition to serving as vice-chairman of the QMJHL, he was a director on the Board of the CHL from 2001 to 2004.
